Revelation 17:13




These are of one mind, and they will give their power and authority to the beast.


  • ·        These have one purpose = indicates unity among the ten kings.   (RC)

  • ·        They give their power and authority to the beast = signals the intent of the kings. All that they represent is given to the beast. They do not have kingdoms, but they must have assets that the beast can utilize for his goal. (RC)

Genesis 11:6  And the LORD said, ‘Indeed the people are one and they all have one language, and this is what the begin to do….

Proverbs 29:2  When the righteous are in authority, the people rejoice; but when a wicked man rules, the people mourn.

Revelation 17:12




The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast.


  • ·        This probably alludes to a ten-nation confederation (as in the toes of the Daniel 2:24-45 image), but some take ten as a symbolic number.  (DG)

  • ·        “They are ten kingdoms which shall arise out of the fourth great kingdom there: ten European powers, which in the last time, in concert with and subjugation to the antichristian power, shall make war against Christ. In the precise number and form here indicated, they have not yet arisen . . . What changes in Europe may bring them into the required tale and form, it is not for us to say.” (Alford, 1866)

Daniel 7:24  The ten horns are ten kings who shall arise from this kingdom.  And another shall rise after them; he shall be different from the first ones, and shall subdue three kings.

Psalm 73:22  I was so foolish and ignorant; I was like a beast before You.

Revelation 17:11




The beast that was, and is not, is himself also the eighth, and is of the seven, and is going to perdition.


  • ·        He is of the seven in the sense that he shares characteristics with all previous world empires, but his fate is clear. (DG)

  • ·        Perdition means “destruction,” and the beast will be destroyed.  (DG)

Psalm 73:22  I was so foolish and ignorant; I was like a beast before You.

Psalm 73:18  Surely You set them in slippery places; You cast them down to destruction (perdition)
